This wasp emerged from a cynipid gall collected from Quercus virginiana (southern live oak -- east coast oak species planted in California). See this page for more information on these galls.

Torymid Wasp (Torymidae) - male
Females of the same group have a (generally) long protruding ovipositor, which allows them to lay through mature Cynipid galls.
