Winnertziinae (Cecidomyiidae) female.
This female is in the subfamily Winnertziinae (Cecidomyiidae) and it could be a Winnertzia sp. or even a Rhipidoxylomyia sp. we would have to look at the flagellomeres under high magnification to see what type of sensoria are present to determine the genus.
