Guessing a Beetle Larva, Not Sure

I spotted this creature making its way across a large (10 feet by 2-3 feet) shallow (0.1 - 3 inches deep)roadside puddle. When I first spotted it it was wading along a shallow area; it then swam and wiggled through a deeper area; finally it reached dry land and kept going. I can't see any legs other than the three pairs in front in any of my photos.

Any idea what this is?
