Look like Cinara
I've seen Cinara with this general appearance before, black body and red legs, plus the siphunculi are typical Cinara and the host is right. I've never seen any with that wax pattern before so I'm not sure beyond genus. Only one other image on the guide that's similar, and it was left at genus as well. It's one of the largest genera in the family so species ID is tough in general.
