Ancistrocerus cf. catskill
This is not Euodynerus leucomelas (which has a white band on the metanotum and a black scutellum) but one of two species of Ancistrocerus (scutellum with a pair of white spots, metanotum black). It seems to be the pale form of A. catskill (which was named albophaleratus). The similar A. waldenii has more extensive white markings. The nest biology also speaks against E. leucomelas (this species nests in borings in wood and does not make mud nests on surfaces). A. waldenii makes mud nests like the ones seen here, while A. catskill usually uses borings in wood (rarely however it makes free mud nests).

The mud nest was built on the back side of a small welcome sign hanging on the side of the house. Thanks again for all the help.
