Size: 1/4" for the whole circle
I see these small circles of eggs every spring and summer in our pond. They are usually close to reeds and the sides of the pond.

Brian might be right, but I'm not sure. We have a page for the unidentified larvae of Chaoborus, but no egg images in that family yet, as far as I can tell.

The linked paper let's you see figure 1 without full academic access. The illustration is exactly this pattern, basically. I've just joined here and haven't worked out how to post images yet, I'm sure it's easy, but have a look at the link in the meantime.

Also, I've now found a Dutch guy who photographed a midge laying these eggs. Should be easy for someone more experienced than me to identify, and either agree or disagree with his identification.

Misidentified slightly
I believe these are probably more like chaoborus flavicans (Diptera: Chaoboridae). There are several pics here identified chironomidae, but they probably all belong under phantom midges...
