On what plant?
Is this on oak? If so, what kind? Always include host plant information for galls, and if you don't know what the plant is, include photos of the plant.

Gall wasp is Andricus atrimentus if host is Q. douglasii
If the leaf is from a blue oak, Quercus douglasii, this distinctive volcano-shaped gall is A. atrimentus, which can be found in the SF Bay Area and other parts of California.
