Size: almost 3mm
Perhaps a female of this species? It emerged today from the same set of cynipid galls (non-native galls on non-native oaks growing in California) as the male I posted two days ago.

If this is not a torymid please let me know!

Same tribe at any rate
Either Torymus sp. or Syntomaspis sp. The most frequently met Torymids here in Western Europe.
Males and females are very difficult to associate unless one witnesses actual mating (at least males themselves usually know for sure!) Several related species can sometimes (albeit rarely) emerge from the same set of Galls
One can notice this female has notably more yellow on legs than the male you posted previously. This does not mean this is necessarily something different, but caution is needed.
