Many of these found on Cooper's hawks at a raptor banding station. Fairly large (~1/3 in?), flew readily.

Probably Ornithomyia
Probably Ornithomyia, which is recorded from a Cooper's Hawk (Main and Anderson 1970 citing Bequaert 1954).
