Possibly Tibicen canicularis ?
Several of the taxa are very similar and often images are difficult to assign - esp. linnei and canicularis.
Gerry and I both are inclined towards Tibicen canicularis in this case based on the following:
1) Heavy Pruinosity (silvery dusting)
2) More muted coloration
3) Some of the basic morphological features are suggestive of canicularis
4) Node position and costal margin traits are subject to variation and are not always diagnostically reliable
However - the wing curvature at this particular angle is difficult to determine with certainty and linnei is still an option..

Tibicen linnei
The angled bend in the leading edge of the forewing is somewhat obscured by the leaf edge, but you can see that the crossvein at that point is much closer to the base of the wing than to the wing tip.
