The specimen shown is Leptomantispa pulchella. It was attracted to lights.

L. pulchella
My mistake. This specimen is Leptomantispa puchella, not Dicromantispa sayi. According to Cannings & Cannings (2006) there are only two mantidfly species in BC: the small L. pulchella and the wasp mimic Climaciella brunnea
