Size: 10 mm or more
On tallgrass prairie vegetation. It landed on a leaf and sat for about 1 minute then flew away.

This is likely Panorpa specio
This is likely Panorpa speciosa based on the locality, season, and two humeral (submarginal) spots on the wings.
