Tiger flies are very common in orchards and vineyards in California. They sit on a leaf until something flies by,then fly out and catch it. Then they sit while sucking the victim. They eat mainly small Diptera. They are significant predators of leafhoppers in grapes. The larvae live in soil and prey on onion maggots and earthworms and similar things.

I've shot a lot of these and appreciate knowing more. Most of mine have been by a pond, where the rest on sunny reeds, then act as you've described.
