Male Argia sp.
It is a male Dancer. Perhaps someone with more experience with local species can take it further.

 
I'd say blue ringed
It looks like a blue-ringed dancer (Ariga sedula)

looks similar to the vivid dancer, but the longer black segments on the abdomen make me think blue ringed

also the length is closer to the ringed than the vivid!

That's a good point!
I should have also noticed the triangular markings on the side of the abdomen making it closer to a vivid dancer!
