This is in subfamily Coniopteryginae due to "Antennae of larvae about twice as long as labial palpi" per the subfamily key on pp. 35–36 of Meinander(1972)...also compare with Fig. 10, pg. 31 vs. Fig. 9 pg. 30 therein (where "Lpl" = labial palp).

The labial palps are the smooth sausage-like protuberances sticking out laterally below the eyes here.
