Size: 5 mm
I think this is a dance fly, possibly in the genus Rhamphomyia. The legs have some long feathery hairs on them. I do have some similar photos from a male that I could post if that would help with the ID. I will add a couple other shots of this female.

This is definitely in the genus Empis. You can tell by the right angle fork at R 4+5.
