Probably Physocephala.
On common milkweed, with pollinia hanging from its front leg.

furcillata
The hyaline discal and costal cells and black scutellem, and the short 1st antennal segment clinch the ID here for P. furcillata. The thin white humeral dashes are consistent with that species (though they're usually smaller). White pollinose tergites here are unusual/interesting.
