I found this in a stream in Norwell. Is this a midge larva?

No Diptera
Since it has true legs, it cannot be the larva of a Diptera.

Caddis larva?
I would bet that this is some kind of caddisfly larva. The hooks on the back end, and the shape of the head suggest that order (Trichoptera). Remember not all species build cases.

ERE wins! Caddis larva for sure. Most likely a member of Hydropsychoidea. Overall looks very much like Polycentropodidae, some small morphology detail is needed to confirm.

 
Dobsonfly larva or Hellgrammi
A young Dobsonfly larva or Hellgrammite perhaps.
