I'm probably way off on this wasp ID, but the closest thing I could come to comparing it is a female stink bug hunter in the genus Astata. I will add a few more photos to show some of the interesting characteristics.

Thanks so much for your help, Ken! I didn't even know the Tiphiidae family existed until now. No wonder I couldn't find a good match for this wasp where I was looking.
