It is much smaller than a ladybird (multicolored Asian). I looked through beetles and ladybirds but couldn't find anything close.

Vedalia Ladybird Beetle
Rodiolia cardinalis (Coccinellidae). They were introduced from Australia to control Cottony Cushion Scale.
