A syrphid fly. Hoping the Syrphid experts on here can help me out. Looks somewhat similar to Platych*eirus. Placing there for now.

Platycheirus quadratus
Moved from Platycheirus. Based on Andrew Long's comment on Steve's photo, I thought this might be P. quadratus based on widened middle tibiae. Checking with the key in (1) this clearly keys to P. quadratus.

Another post with same pattern on back has been confirmed
as Platycheirus.
