I forgot to include this one before. The plant seems to be some kind of Euphorbia.
Southeastern PA.
Correction: it is Lonicera, see comments below.

Another possibility for the plant
depending on its size is something like Lonicera prolifera. Yellow honeysuckle is a native herbaceous vine that can grow to four or even eight feet. The vine will end with these connate leaves containing the flower buds in the center. That's what we're reminded of by this image.

European honeysuckle aphid?
There are several species of aphids that attack honeysuckles, but the most common one is the European honeysuckle aphid
