The wing venation and facial pile of this fly struck me as distinctive. Not sure of the species or gender, but after working through Cole(1) and Hull(2), I believe this is a Pantarbes. Hartmut's posts were reassuring. All six species of Pantarbes listed on Nearctica occur in California (from sources on the Info page of the guide).

This bee fly was nectaring on Common Lomatium (Lomatium utriculatum).
