These didn’t look like the leaf miners of the usual suspect on American holly, Phytomyza ilicicola. Looks like eggs are laid along the leaf veins and mines radiate out from there. I couldn’t find any holly leaf miners that made marks quite like this.

I'm tentatively calling these dietziana, but it is possible that finitimana is also initially a leafminer.
