Size: Maybe around 6 mm?
The metalic color makes me think of Longlegged Flies (Dolichopodidae). The wings have very few veins, but they seem to match Diaphorus pretty well. Is that a possibility? http://bugguide.net/node/view/141131/bgimage

yes, the veins do match Medetera pretty well.

 
Color
Are there any this shiny and with this coloring? Most in the guide look drab. I keep thinking Dolichopodinae or Diaphorinae, but I'm not sure.
