Size: ~14mm
I'm really not all that sure I know the difference between V.alascensis and V.pensylvanica. Also, I don't know if isolated black spots on the abdomen alone are diagnostic for queens, or if it is based more on size. Either way at 14mm I would guess that this is a queen.

...but I am sure it is Vespula (because of the short distance between the eyes and the mandibles.

Actually I am leaning towards V. pensylvanica...but I don't know why!
