Size: body 5.3 mm
I don't have the host plant, but I believe I have some galls. Browsing BugGuide I see that Acizzia jamatonica seems close.

Pachysilla venusta
I just figured this out. This individual emerged from a collection of Hackberry Petiole Galls I collected, and had just apparently eclosed when I noticed it, hence the pale color. Or it's defective in some way. Today I noticed two others (in a vial with the galls) with the normal coloration. I'm quite certain this is Pachysilla venusta.

How to move
Chris Mallory just verified this as P. venusta in my record that I put on iNaturalist. I assume he'll get to this at some point and move it to species level, but it seems as though you're saying I could do that as well. If so, how do I do it? I did my best at searching the website for directions, but could not find how. Seems risky to allow non-editors to move specimens to species level.
