Yellow eyes...Wasp or flower fly? Need help - Anthidium oblongatum

feeding on tall sedum in my front flower bed. First thought it was a type of wasp, but then tried to see if it was a fancy flower fly. The yellow eyes really are noticeable but that doesn't help with my ID process. Sorry for the fuzzy images, but tried to crop it closely.
