Elaphropus
I agree with Peter that this could be incurvus, but as I mentioned to Rob off-BG, I can't rule out a couple other species.
Unfortunately according to Rob the physical voucher of the specimen was destroyed during the DNA-barcoding process.

Yes, Elaphropus
and my immediate distant impression was E. incurvus based on dark forebody, elytra with dark central cloud, and shape of pronotum. If true that would be a Virginia state record for this species which is known to approach the surrounding states. Because of this potential new status, I encourage other opinions. It would be ideal if this specimen could be examined by a local expert.

I have these specimens, which will all wind up in USNM collections (with COI barcodes). I will see if someone from Entomology or NEON will examine them.

That's great to have a paper trail for this specimen.
Carabid expert and BugGuider Curt Harden lives in Virginia and so he would want to weigh in with an opinion. I will contact him.
