Doesn't match description
The description of Scaptomyza montana (Wheeler 1949:166) describes a shiny black species. Also, "One prominent sternopleural, the other bristles being about 1/4 its length." (Two strong here.) "Apex of first costal section with two prominent bristles about equal in length. Third costal section with heavy bristles on its basal 1/2." (No such bristles.)

 
Later references...
discuss there being a dark form and a pale form of this species. I can't speak to the bristles, but Brad said he used Wheeler & Takada (1966, figs 9.1-5) and Baechli et al. (2004, figs. 722-725). Do you have those?

I have Wheeler and Takada 1966. They mention a pale yellow northeastern form of montana.
