This hopper looks like Otiocerus francilloni. I don't think it is Otiocerus wolfii because it has many more small spots on the wings and the wings do not appear to have a yellowish cast. The line on the head looks brown instead of orange. It was attracted to my deck by an incandescent porch light. The insect is large compared to other hoppers that usually show up here.

O. francilloni looks like a good possibility. With luck, the experts will be able to confirm.

 
I was looking up this genus
this week before posting and at least from the maps and other information available and it looks like O. francilloni is not known from Minnesota. If this id can be confirmed then this might be quite a range extension.
