Strange Ectoparasitoid inside cicadellid

Strange Ectoparasitoid inside cicadellid
Cutler, Juneau County, Wisconsin, USA
July 19, 2018
A bizarre ectoparasitoid. The perplexing thing about it is that it has eyes, as well as a fairly well pigmented head capsule. Mandibles are horizontally, not vertically articulated, ruling out parasitic Brachycera. Please help, I'm very curious to see what this is. Second picture is before I dissected it out. I can take more of the cicadellid if needed.
First view is from the lateral aspect, last is looking down from the top at its face.

Edit; What I thought were eyes actually seem to be sclerotized regions that happen to resemble eyes. This is probably a wasp, perhaps a dryinid.

Moved from ID Request.

I'm not sure this is right, but I don't have another suggestion.

Does it have prolegs with crochets?
Would be Fulgoraecia exigua if so.

Prolegs
It doesn't seem to have any appendages.
