Tibicen tibicen (syn. chloromera)
The green legs, clean white venter, hump-backed appearance, bright green wing veins - all suggestive of this species. Specimens in your area should have a black edged pronotum flanked by 2 bright bright "Kelly Green" patches on the interior. Most of the dorsum posterior to the green patches incl. the pronotal collar and mesonotum should be nearly if not completely black . You should also note that eyes in living specimens are usually a dark, yet pretty green color.

Living Specimen
This specimen flew away right after this picture, so it was still alive. I didn't have a chance to notice the colors you noted, so you're probably correct. Thanks for placing these details here.
