The wing venation does not exactly match Sphex. Furthermore, this female does not seem to have any tarsal-rake spines on her forelegs, which should also rule out Sphex.
Please compare Isodontia elegans: The third sub-marginal cell apex connects with the marginal cell at a greater distance from the basal cross-vein. These two veins come very close to each other in Sphex.
