Someone could id this.. Look a bit as Psylloidea, very small

Pterocallis I believe.
Not super familiar with this genus, but looks like maybe Pterocallis alni.

Very much possible, something associated with alder; lot of it around..
not that black spot on the wings.

 
Coloration on the veins might be variable between individuals.
Richards published a key to Calaphidini of Canada and it only has descriptions for 2 species, P. alni and I think the second one was P. alnifoliae, but that description stated that there was a black spot at the base of the vein. There are 13 species in the Genus though so could also be one of the other 12.

 
Pterocallis alnifoliae
Got my hands on

Atlas of the drepanosiphine aphids of the world. Part 2, Panaphidini Oestlund, 1923- Panaphidina Oestlund, 1923 (Hemiptera: Aphididae: Calaphidinae)

and it has really great illustrations of this genus. Plus I realized P. alni is known to occur in Europe, not here. P. alnifoliae is known to occur in eastern North America. They are VERY similar though.
