This looks like the unidentified Fulgoroids in the guide. Can anybody say more? This seems to be a later stage than those.

Thionia elliptica
The single brush of wax filaments at the "tail" is characteristic of Issidae. The dark sides of the body and the more pointed head distinguish this nymph from the more common T. simplex.
This is a new record for Virginia, but the species has been recorded from PA and NC so it should occur in the intervening states as well.
