Many of these on what I believe is a Russian-Olive (Elaeagnus angustifolia). This individual has a fungal infection, probably of the fungus Laboulbeniales (see comment here).

Beautiful! This is indeed a member of Laboulbeniales. It is a Hesperomyces species, probably Hesperomyces virescens.
