Just a guess but compare with Aphrophora. Read what Dr. Hamilton says here about A. fulva.

Thanks for the link Steve, this region is dominated by pine/fir forests. The are which I found this specimen was a small creek bottom with a mix of pine and aspen growing in it.

p.s. I don't think you can delete the extra post, o well

 
Aphrophora
Could be either A. permutata on Douglas-fir or A. fulva on lodgepole pine, but both are at least 8 mm long.
