I found the puparium stuck to bark of Symplocos tinctoria (when looking unsuccessfully for Marmara).

Are there pines overhead? The gall midges I know of that make cocoons like this are
Cecidomyia
spp. on pines (but there may well be other possibilities).

There are some pines overhead
There are some pines overhead (or really nearby)--Pinus taeda mostly, in that exact area. Pinus palustris is probably out of range.
