Are there pines overhead? The gall midges I know of that make cocoons like this are Cecidomyia spp. on pines (but there may well be other possibilities).

There are some pines overhead (or really nearby)--Pinus taeda mostly, in that exact area. Pinus palustris is probably out of range.
