Thanks! Can you please tell me what characteristics you used to put it into this subfamily? I cannot find information on bugguide (the webpage for Orthocladiinae only has description of the larvae stage)

 
Short front legs
The most commonly photographed subfamily, Chironominae, has long front legs. Tanypodinae also has short legs but has different wings.
