This looks like a Chironomid, subfamily Orthocladiinae, but I won't commit to that ID. (Evidence: it looks like a midge, the front legs are short, and there are no prominent crossveins in the wing. Problem: the wing veins don't look quite right and I don't know how much variation there is in the subfamily.)

Edit: I'm convinced now. I was misled by the false vein in midge wings.
