From Mockford: " This is a species of Philotarsus. I think it is probably P. kwakiutl. The bulging base of cell R5 in the forewing is a unique Philotarsus character."

I really had fun with this one!
I key it as Heterocaecilius sp. Pseudocaecillidae. "This genus is represented by a single undescribed spceies collected … in Massachusetts. It probably represents an introduction...from the Pacific Basin. I'll send this to Mockford for confirmation. Hope I got the genus right!
