Size: body ~5mm from photo
Appears to be Euxesta pechumani. Actually keys to E. mitis in Curran's 1935 key to this genus. However, Curran's 1938 description of Euxesta pechumani qualifies E. mitis with "(Puerto Rico)" suggesting that it's not found in North America (supported by the fact that it's not included in Nomina Insecta Nearctica). This fly fits his description of E. pechumani with the exception that he described the knobs of the halteres as "reddish".
