Fungus?
I wonder what the white stuff is. It looks like a fungus infection.

It is reflective pubescence. I've collected this species in Oregon, but have never gotten it identified:-(.

 
It looks like Prosternon (Ctenicera)
It looks like Prosternon (Ctenicera) fallax group when compared to specimens from the Sierra Nevada. The pubescence is quite unique.

Unfortunantly there are no fallax group photos on BG to compare with

 
Just posted another very similar

Blaine Mathison thinks it's probably Prosternon bombycinum. They all seem to have these distinctive whorls on the elytra.
