One might be tempted to ID this as a member of the nigricornis group based on what looks like an upward outward black marking on the first antennal segment. However, that mark is actually an area of black often seen in this species - between the first and second segments.

We know it is in the rileyi species group based on the rows of evenly spaced white dots on the abdomen, and those black ring markings on the antennae. Also, note the round black mark on the second antennal segment.

From your location, this would be Oecanthus fultoni. The large size of that round dot on the second segment confirms this.
