Sawfles mine entire leaf

Sawfles mine entire leaf
York County, New Brunswick, Canada
September 26, 2018
Five sawflies are visible within this Gray Birch leaf, possibly species Profenusa thomsoni, but maybe hard to tell. This is the only image I have. My notes say: "2 centre-origin blotches taking up 80% of leaf with total 5 live larvae / larvae in soil, leaf with 5 skins: 26Sep2018" Nothing has emerged yet.

Moved from Unidentified Leaf Mines.

Might be Fenusa pumila, but without a closer view of the larvae I'm not sure.
