Sleepy Bee - Anthidium manicatum - female

Sleepy Bee - Anthidium manicatum - Female
Eugene, Lane County, Oregon, USA
May 18, 2019
I found this insect resting on some Catmint growing in the yard. I believe it to be a bee of some kind, rather than a wasp, because this is the area where I saw many bees resting last year. The time was 6:17PM, and it didn't move at all when I was manipulating the plant for photos. As I recall, it was breathing pretty heavily.

The thing to take away form this photo is the yellow behind the eyes.
