Male - Masked Bee
Long antennae = ♂
Fully developed wings = Adult
His antennae segments are hard to count, since the first two are very short. -- 11 flagellomeres = ♂
He might be something like a Punctate Spatulate-Masked Bee, Hylaeus punctatus. (introduced) Hold on for an expert.
