I believe this is the Cixiid Planthopper, Bothriocera. I have another photo taken in July, 2006 which is not as clear as this one (not that this one is that good either). It took me a few days to identify this since I thought it was a fly. Could someone please confirm it's the planthopper? Thanks very much.

Probably the common and widespread B. cognita, but in the south (including VA) there are two other species with similar markings.
