Female
Pollen collecting = ♀
Fully developed wings = Adult
She has long hairs on the first few abdominal segments and seems to lack apical hair-bands. This might be a female Black-and-gray Leafcutter Bee, Megachile melanophaea. (widespread) Hold on for an expert.
